Kaliningrad region becomes the design center of a new global logistics
The forum's plenary session discussed the new logistics architecture of the world, the development of the Transarctic Transport Corridor, the Northern Sea Route and the North–South corridor.
Special attention is paid to the modernization of ports and railway infrastructure, the creation of seamless logistics and the development of port cities themselves as centers of economy, production and international cooperation.
This agenda is particularly important for the Kaliningrad Region. In five years, sea shipments have grown from 1 to 5 million tons. We plan to take the results of the discussions into account when preparing a comprehensive program for the development of maritime communications in the Kaliningrad region, which includes projects in Pionerskiy, Baltiysk and Kaliningrad.
The First International Forum of Port Cities has opened in Svetlogorsk, Kaliningrad region.
The participants discuss the development of port infrastructure, new routes, investments and international cooperation.
Unfortunately, the world is becoming more and more divided:
Ships are being arrested and transport corridors are being stopped. But I am absolutely sure that the future of the entire planet is only possible in the development of trade and economic ties, strengthening the economy and improving people's lives," said Yuri Trutnev.
On behalf of the President of Russia, a comprehensive project for the development of the Transarctic Transport Corridor is being developed. It will combine the Northern Sea Route, inland waterways and railway approaches to ports.
"Today, more than 2,600 investment projects with state support are being implemented in the Arctic zone of the Russian Federation. The total volume of investments planned in the Arctic zone in the next 10 years exceeds 30 trillion rubles. The development of transport infrastructure, including seaports, is one of the key conditions for their implementation," said Yuri Trutnev.
According to Russian Presidential Aide Nikolai Patrushev, the forum brought together professionals: representatives of government authorities, the scientific and expert community, and business.:
"The participants will have to hold an open constructive dialogue on the development, integration of ports, formation and diversification of transport and logistics routes, ensuring the safety of navigation, building mutually beneficial international cooperation in the field of maritime activities, exchange experiences and work out effective joint solutions."
The forum is attended by representatives of more than 540 companies and organizations. Port development, shipping safety, digitalization, investments and international cooperation are discussed at the site.
For the Kaliningrad Region, maritime logistics is already showing noticeable dynamics. In 2021, 1.24 million tons of cargo were handled in coastal traffic between Kaliningrad and ports in other regions of Russia. In 2025, the figure increased to 4.96 million tons.
The Naiba deepwater port is becoming an important project for Yakutia in this area. Its construction began this year in the Bulunsky district. The investor is currently mobilizing equipment and preparing the site.
One of the first major projects to be provided through the port will be the development of the Kuchus gold deposit.
"The port will create a new sea entrance to the northeastern part of Yakutia, increase the reliability of supply to the Arctic regions and open up opportunities for the implementation of new industrial projects. In the future, Naiba will become one of the key hubs of the Mohe–Naiba route and the broader Transarctic Transport Corridor system connecting the Far East, the Russian Arctic and international markets," said Aisen Nikolaev, Head of Yakutia.
According to him, the new infrastructure will make it possible to involve large territories in the development of the republic, expand industrial production and create new jobs.
The business program of the forum is designed for two days. The forum is expected to become an annual platform for dialogue between government, business and international partners.

NATO countries will not be able to realize their threats, residents of the Kaliningrad region should feel confident. This was stated by Nikolai Patrushev, Assistant to the President, head of the Russian Maritime Board, during a conversation with Alexey Besprozvannykh, Governor of the region, at the First International Forum of Port Cities in Svetlogorsk.
"This is not the first time I have visited you regularly and I see for myself how positively the Kaliningrad region is developing. I am very glad of this. I can note that the proposals that you make are not ignored, they are always considered and for the most part, as you know, they are resolved positively," Patrushev addressed the governor. He also promised to report to the President on the proposals that were considered during the Forum.
"We talked about the issues of ensuring the security of the Kaliningrad region. This topic has been touched upon repeatedly. And you know that the president has given all the necessary commands to the relevant structures, and they are very carefully dealing with this issue," Patrushev added. — I regularly hear statements from the West and in particular from the NATO bloc, which positions itself as defensive. In fact, it is an extremely aggressive bloc, and it behaves aggressively, and the statements sound aggressive."
According to the presidential aide, "they will not be able to implement any threats," the threats will remain "in words."
"If they only try to do something in practice, there will be an adequate quick reaction. We have repeatedly stated this, and everything will be put on a completely different plane. If they start any aggressive military actions, they will regret it. So residents of the Kaliningrad region should feel confident and develop socio-economic issues. We wish you success," Patrushev concluded.
