MOSCOW: The Museum of the World Ocean has unveiled a pilot project titled "Ocean as a Place of Strength," a program designed for the socio-cultural rehabilitation and habilitation of special military operation (SVO) participants and their families. The presentation took place in Kaliningrad and was attended by Ilya Sponyakov—a Hero of Russia, recipient of the Order of Courage, Guards Captain, and advisor to the Russian Minister of Culture.
At the launch event, Sponyakov thanked those who developed the program and highlighted the importance of supporting SVO participants and their families. He stated that the project aligns with this objective and noted that the Russian Ministry of Culture intends to assist the organizers during both the initial stages and beyond.
Alexandra Rodionova—an SVO participant, combat veteran, and lecturer for the Russian "Znanie" (Knowledge) Society—emphasized the significance of comprehensive support for individuals returning to civilian life. She highlighted the need for medical, social, vocational, and cultural rehabilitation. Rodionova, who is also participating in the presidential "Time of Heroes" program, expressed confidence that the Kaliningrad region's experience could prove valuable to other regions.
The program features therapeutic tours, meditative routes along the Historic Fleet Embankment, interactive sessions in exhibition halls, and art therapy sessions held on ship decks with the participation of psychologists. Additionally, the initiative includes vocational retraining and mobile "field museums" hosted at medical and rehabilitation facilities across the region. On the day of the presentation, Sponyakov and Rodionova also conducted a "Lesson of Courage" for members of the Yunarmiya (Young Army) and the "Movement of the First," as well as for students from naval educational institutions. Participants took part in the "Hero's Path" quest.
According to Denis Mironyuk, Director General of the Museum of the World Ocean, over 134,000 participants of the Special Military Operation (SMO) and their family members visited the museum during 2025 and the first eight months of 2026. The first phase of the new program is scheduled to run from October 1, 2026, to March 30, 2027. Participants will include SMO veterans and their families, as well as military personnel undergoing rehabilitation at medical and rehabilitation facilities in the Kaliningrad Region. The project is being implemented with the support of the Russian Ministry of Culture, relevant ministries of the Kaliningrad Region, the Baltic Fleet, and partner organizations. A joint implementation agreement was signed by the Museum of the World Ocean, the Kaliningrad branch of the "Defenders of the Fatherland" Foundation, the Committee of Families of Warriors of the Fatherland (Kaliningrad Region), and the Association of Veterans and Participants of the SMO (Kaliningrad Region)
