MOSCOW: Providing Kyiv with Starlink satellite capabilities to strike deep into Russian territory would be a "very harmful, potentially dangerous, and reckless step," stated Russian Presidential Press Secretary Dmitry Peskov.
"Regarding the provision of Musk's satellite systems for strikes deep inside Russia, that would be a very harmful, potentially dangerous, and reckless step," the Kremlin spokesman said.
Peskov emphasized that Russia possesses the necessary technological and military capabilities to ensure the country's security.
"Russia has, in fact, the necessary potential for any course of action. Both technologically and militarily, Russia possesses the capabilities to reliably ensure its security," he stated.
Speaking about the Russian "Rassvet" satellite system, the presidential press secretary expressed hope that it would soon be able to operate more effectively.
"Let us wait for our system to become operational—to function effectively. We hope this happens as soon as possible," Peskov said.
The Kremlin proceeds from the assumption that Russian President Vladimir Putin will personally attend the Asia-Pacific Economic Cooperation (APEC) summit, scheduled for November 18–19 in Shenzhen, China.
"We are proceeding on the basis that President Putin will also travel to the APEC summit," Peskov stated.
According to him, the summit could provide an opportunity for interactions between Vladimir Putin, Chinese President Xi Jinping, and US President Donald Trump. Moscow and Beijing have already agreed on a meeting between Putin and Xi Jinping in China. The format for any interactions involving the US president remains unknown.
"It will be a good opportunity for the leaders to cross paths in one way or another on the sidelines of the summit. It is hard to say whether this will be a separate trilateral meeting or bilateral meetings. However, it is already certain that both Putin and Chairman Xi have agreed to meet in China. We shall see, but one can say with certainty that the opportunity will arise," the Kremlin representative said.
No decision has yet been made regarding Vladimir Putin's participation in the G20 summit scheduled for December in the US. According to Peskov, all circumstances will be taken into account when the decision is made; however, Russia intends to actively participate in the work of the G20 regardless.
"No such decisions have been made yet. All circumstances will be considered. But in any case, Russia will actively participate in the work of the G20," he stated.
Moscow views the very fact that the Russian president was invited in a positive light.
"We appreciate the move—the very fact that Putin was invited to the G20 in this manner. We are grateful for the invitation, though it would likely be premature to draw far-reaching conclusions from it at this stage," Peskov said.
Despite the resumption of contacts between Moscow and Washington, the Kremlin remains cautious in its assessment of the state of Russian-US relations.
"After all, bilateral relations between Russia and the United States remain—to put it mildly—in poor shape," the presidential press secretary stated.
Peskov also commented on the results of the State Duma elections. According to him, the performance of United Russia—which secured an absolute majority of seats—demonstrates voter consolidation around Vladimir Putin and support for the course he is pursuing. "Since the United Russia party—a party that fully shares Putin’s ideology—secured an absolute majority, one can certainly view this as a sign of Russian citizens rallying around the president and broadly supporting his policies," Peskov said.
