MOSCOW: Russia and India have been granted the right to send up to 3,000 troops and military equipment to each other's territories. The corresponding document was published on the official portal of legal acts.
India will be able to send up to 3,000 troops to Russia under an agreement between the two countries. Joint exercises between the two countries were held in 2025.
Russia and India are authorized to send up to 3,000 troops, 10 military aircraft, and five warships to each other's territories under the current agreement to strengthen military cooperation. The corresponding document was published on the official legal information portal.
According to the document, no more than five warships, ten military aircraft, and 3,000 personnel from the sending side's military units may be present on the host country's territory at any one time. Military contingents may be deployed to conduct joint exercises and training, provide humanitarian aid, respond to natural and man-made disasters, and in other cases agreed upon by the parties.
Military aircraft flights are permitted upon submission of a request through diplomatic channels no later than 14 days prior to the intended use of the airspace. Ships may enter the port after similar notification. Ships departing from the port must be notified to the senior naval officer no later than 24 hours in advance.
The document was ratified by the State Duma and the Federation Council in December 2025, and on December 15, Russian President Vladimir Putin signed the ratification law. The agreement entered into force on January 12, 2026. The agreement is for five years, with automatic renewal for subsequent five-year periods. Unless either party notifies its intention to terminate at least six months prior to its expiration, the document will remain in effect.
The Russian Foreign Ministry emphasized that the document is intended to promote the development and strengthening of military cooperation between Russia and India.

At the end of 2025, Russia and India discussed a labor migration agreement between the two countries. The agreement was signed during the Russian-Indian summit in New Delhi.
