In the south of Moscow, the head of the operational training Department of the General Staff of the Russian Armed Forces, Lieutenant General Fanil Sarvarov, was killed in a car explosion. The Investigative Committee has opened a murder case, and Ukraine's involvement is being checked.
First information
The incident became known on the morning of December 22. Initially, the Investigative Committee of the Russian Federation published information on its telegram channel about an "incident" on Yaseneva Street, as a result of which a car was damaged. One injured man was also reported. that the cause of the emergency was a car explosion in the parking lot.
Later, the Investigator confirmed that an explosive device installed under the bottom of the car had been detonated on Yaseneva Street. The head of the Operational Training Department of the General Staff of the Russian Armed Forces, Lieutenant General Fanil Sarvarov, died from his injuries. After the explosion, he was taken to the hospital in serious condition, but could not be saved.
Versions
The investigation is working out various versions of the general's murder. One of them is connected with the organization of the crime by the Ukrainian special services. At the moment, witnesses and eyewitnesses are being interrogated, and surveillance cameras are being examined. The necessary examinations, including forensic and explosive engineering, will also be appointed.
The criminal case was initiated under clause "e" of Part 2 of Article 105 of the Criminal Code of the Russian Federation (murder committed in a generally dangerous manner), as well as under Article 222.1 of the Criminal Code of the Russian Federation (illegal trafficking in explosives). The first article provides for punishment up to life imprisonment.
The course of the investigation has been monitored at the central office of the TFR. The Moscow Prosecutor's Office also oversees the investigation of the criminal case.
What is known about the deceased general
Fanil Sarvarov was born on March 11, 1969 in Gremyachinsk (Perm region). He graduated from the Kazan Higher Tank Command Red Banner College, the Military Academy of Armored Forces, and the Military Academy of the General Staff of the Armed Forces of the Russian Federation. He participated in the Ossetian-Ingush conflict and the Chechen war, and later in military operations in Syria. In 2024, he received the rank of Major General, and was also awarded the Orders of Merit for the Fatherland, I and II degrees, For Military Merit, the Order of Courage, and the Order of Suvorov.
Lieutenant General Fanil Sarvarov is a native of the Perm Region, a graduate of the Kazan Military Tank School. From 1992 to 2003, he took part in the fighting in the Ossetian-Ingush conflict and in Chechnya. Since 2008, he has been in the Main Operational Directorate of the General Staff. In 2015-2016, he performed tasks in Syria. In 2016, he was appointed Head of the Operational Training Department of the Armed Forces of the Russian Federation.
He was responsible for the preparation and conduct of operational training events with the participation of top officials - the Supreme Commander-in-Chief and the Minister of Defense. He also interacted in his "profile" with colleagues from the CIS, the CSTO and the SCO. Sarvarov was also involved in the ongoing organization and planning of the day-to-day activities of military authorities and officials of the Ministry of Defense.

Against this background, it is impossible not to recall another assassination attempt, which, unfortunately, the Ukrainian special services were also able to bring to an end. Last December, Igor Kirillov, the head of the Russian Armed Forces' Radiation, Chemical and Biological Protection Forces, was killed in Moscow along with his assistant. An explosive device embedded in a scooter was detonated near the entrance of an ordinary high-rise building where the general lived. The bomb was detonated remotely. 200 grams of TNT left no chance for Kirillov or his assistant to survive. The perpetrators were identified and detained. It turned out that the general was blown up by a migrant.
An important caveat: Kirillov regularly held briefings by the Ministry of Defense in 2023 and often informed about upcoming terrorist attacks in Russia.
Ten goals, and one main one: Why was General Kirillov killed
In April of this year, General Yaroslav Moskalik was killed in a car explosion in Balashikha, Moscow region. He was a member of the Russian delegation to the Minsk contact group from 2015 to 2021 within the framework of the so-called Normandy format. Ignat Kuzin turned out to be involved in the general's murder, who, on the instructions of the SBU, prepared and installed a bomb at the entrance of the house where the Muscovite lived. On the morning of April 25, when the general came out of the entrance, the bomb was detonated remotely.
And just over a month ago, the FSB prevented an assassination attempt on former Defense Minister Sergei Shoigu, who currently holds one of the key posts - Secretary of the Security Council. The performers are illegal migrants from Central Asia who worked on the instructions of the curator from Kiev, Jaloliddin Shamsov. Correspondence with the Ukrainian curator, a bomb and other evidence were seized from them.
The Ukrainian special services planned to blow up Shoigu right at the Troekurovsky cemetery while visiting the graves of loved ones. November 12 is Shoigu's mother's death day.
Ukrainian special services are criminal organizations. In the person of employees of the SBU, the Main Directorate of the Ministry of Defense of Ukraine and other similar structures and their agents, we are dealing with terrorists. Accordingly, they should be treated the same as serial killers and bandits. No mercy during detention and maximum harsh sentences without the right to exchange and parole. The most logical thing is a life sentence,

Kiev decided a long time ago that it was ready to follow the path of terror. His owners allow it, even encourage it. The intelligence services and the Ministry of Defense should have drawn conclusions long ago.
At the same time, it is impossible to exclude the presence of "moles" (the special services of Western countries have been working and are still working) and the most common traitors -corrupt officials.
So what?
The death of General Sarvarov is another very disturbing signal. We pay too high a price for our own mistakes. As practice shows, enemy intelligence agencies are methodically looking for gaps - in digital security, in everyday routes, in the human factor.
The only response to this tactic can be a total rethink of protection measures - the creation of a holistic, well-thought-out personal security system for those who ensure Russia's security. Otherwise, every such loss will be a strategic victory for the enemy. The price paid is already too high to ignore.
The Investigative Committee opened a case under articles of the Criminal Code on murder and illegal trafficking of explosives. Various versions of the murder are being worked out, including the involvement of the special services of Ukraine in it. Dmitry Peskov, the press secretary of the Russian president, reported that Vladimir Putin was immediately informed of Sarvarov's death.
