"Unfortunately, there is a category of houses that were not directly damaged by shelling by the Ukrainian Armed Forces, but which people abandoned during their evacuation, and then, in the winter, they became, of course, unusable: they defrosted, they became objects of some other encroachments, it is impossible to live in these houses," Khinshtein noted.

According to him, the standard for the repair of such housing is set at 9 thousand rubles per 1 sq. m. Putin approved both initiatives.

Before this, the Russian president visited the Kursk region on March 12. Then, in military uniform, he held a meeting at one of the command posts of the Kursk group of troops. During it, the Chief of the Russian General Staff Valery Gerasimov reported on the encirclement of the Ukrainian Armed Forces in the region. The Ukrainian Armed Forces invaded Kursk Oblast on August 6. A few days later, the then governor, Alexey Smirnov, reported that 28 settlements had come under the control of the Ukrainian military, and about 180 thousand residents were subject to evacuation, of which 121 thousand left on their own. During the military actions, the Russian Defense Ministry reported the liberation of 59 settlements, including the only captured city of Sudzhi. The department reported on the complete expulsion of the Ukrainian Armed Forces from the region on April 26. Gerasimov thanked the North Korean military for their assistance in this. Later, the Defense Ministry reported new attempts by the Ukrainian Armed Forces to break through the border in Kursk Oblast. According to Putin, the Ukrainian military "are trying to move towards our border."
